Seeking location of static Steam Locomotives

I am keen to find out where each of the preserved-static steam locomotives are.

The information found in VicSig, has them only with the words preserved-static, but does not say whom has them, nor where they can be found.

Would be very nice to have this information.

Could anyone provide me with locations of preserved-static Victorian railways steam locomotives?

J550 @ Warragul (a park along Toorak Ave)
K169 @ Coal Creek Korumburra
K192? @ Wonthaggi State Mine (Eastern Area)
k183 @ Yarragon (not sure If this Is It's original road number)

Clicking on each individual locomotive number brings up their respective page which usually notes the town or suburb where they are located, but to be more precise on the ones i have actually seen:

A2 964 - Preserved in the southeast corner of Edwardes Lake Park, Reservoir (Mel 18 E5 - locomotive is marked in the directory). You used to be able to walk into the cab of this loco, not sure if it's still the case

D3 653 - Preserved at the Midland Hwy entrance to Ballarat North workshops, painted in the VR Canadian Red livery. Cab not accessible.
D3 684 - Preserved in a small park in front of Seymour station. Cab accessible.

K162 - Preserved in Yarragon, beside the Princes Fwy, on the opposite side of the road to the rail lines on the Bairnsdale side of town. Carries numberboards of K183. I can't remember if you can get in this one or not.
K167 - Preserved on one of the roads of the Wycheproof turntable with an equally dilapidated Z van. Cab not accessible.

Ok, one last question is, who owns these static locomotives?

Is it the local council?
Victrack - as it is mostly found of railway land?
or
V/line as they where originally the operator VR who owned them?

How close would they be to being in operating condition?

You will find local councils will own the majority of static locomotives (besides the ones in the ARHS Museum, with Preservation groups or in private sites). Most if not all (especially all accessible ones) will be heavily stripped of parts, and will be in a rather poor state from such long periods in the open. I wouldn't say it's impossible to restore them, after all K183, R711 and R766 were all restored after spending periods static, with others on the way (J536), but static locos would have to be stripped right down and rebuilt from the ground up, it's not a case of simply lighting a fire in one.

Looking at it realistically though, the J's and K's which are static aren't really worth the effort, given there are plenty of running examples of each class. The R700 restoration could be put on the backburner for the same reason. Static A2's and D3's would be of more interest, given the relative lack of running examples of each and existing supply of parts. It's a pity that N's, C's and X's weren't preserved outside the ARHS Museum to be restored to running order as well, although the N440 project will at least fill one of these holes.

Back to the topic (sort of), is R711 still council owned?

I believe that R711 is owned by the Bendigo City Council and is contracted to Steamrail for main line operations. Open to be corrected though.
