You will find local councils will own the majority of static locomotives (besides the ones in the ARHS Museum, with Preservation groups or in private sites). Most if not all (especially all accessible ones) will be heavily stripped of parts, and will be in a rather poor state from such long periods in the open. I wouldn't say it's impossible to restore them, after all K183, R711 and R766 were all restored after spending periods static, with others on the way (J536), but static locos would have to be stripped right down and rebuilt from the ground up, it's not a case of simply lighting a fire in one.
Looking at it realistically though, the J's and K's which are static aren't really worth the effort, given there are plenty of running examples of each class. The R700 restoration could be put on the backburner for the same reason. Static A2's and D3's would be of more interest, given the relative lack of running examples of each and existing supply of parts. It's a pity that N's, C's and X's weren't preserved outside the ARHS Museum to be restored to running order as well, although the N440 project will at least fill one of these holes.
Back to the topic (sort of), is R711 still council owned?
